All rate, rule, and form filings for all lines, excluding title insurance, warranty contracts and motor vehicle service contracts, must be submitted via SERFF (System for Electronic Rates and Form Filing), and all retaliatory filing fees must be paid via SERFF EFT (Electronic Funds Transfer). The insurance laws of Iowa provide that no insurance policy shall be issued or delivered in the State of Iowa unless it has been approved by the Commissioner of Insurance.
The following rates must be filed and approved before use: a) Accident and health initial rates and rate revisions and b) credit life and credit accident and health rates. Life insurance rates need not be filed, but may be requested if the Commissioner deems it necessary. Here are other exemptions from form and rate filing requirements.
