Des Moines, Iowa -- Two Northeast Iowa men have been charged for their alleged participation to commit fraud against Grinnell Mutual Reinsurance Company following an insurance fraud investigation by the Iowa Insurance Division and the Delaware County Attorney’s Office.

Richard H. Hartman, age 69, of Manchester was charged with Insurance Fraud - Presenting False Information, a class “D” felony.  Tobin L. Hartman, age 44, of Ryan was charged with Conspiracy to Commit a Fraudulent Insurance Submission, a class “D” felony.

On October 30, 2017, both Richard and Tobin Hartman were summoned into Delaware County District Court, where they waved their initial court proceedings.  Trial Information will be filed in the near future.
