Iowa Code 522B.5A establishes that the Iowa Insurance Commissioner is authorized to require certain applicants to provide the Iowa Insurance Division (IID) state and federal criminal history checks and fingerprints for a license to be issued. The following is a list of applicants that are required to submit fingerprints and state and federal criminal history checks.

  • An initial license in Iowa as a resident insurance producer.

  • An initial license or an additional line of authority under a nonresident insurance producer license if a state and national criminal history check has not already been completed by another state's insurance department.

  • A renewal, reinstatement, or reissuance of a license if the license of a producer has been revoked or suspended.

  • An initial license in Iowa for public adjusters, independent adjusters, and staff adjusters if a state and national criminal history check has not already been completed by another state's insurance department.

  • An initial license in Iowa for appraisers if a state and national criminal history check has not already been completed by another state's insurance department.

  • An initial license in Iowa for umpires if a state and national criminal history check has not already been completed by another state's insurance department.

IID and the Iowa Department of Criminal Investigation (DCI) have selected Fieldprint to conduct the fingerprinting and federal criminal history checks as authorized in 522B.5A.  DCI will conduct a separate state criminal history check utilizing the fingerprints provided by Fieldprint in addition to the information provided to them by the applicant.  The cost associated with the fingerprinting and criminal history records will be borne by the applicant.  Fingerprinting will take place at a Fieldprint location.

The Iowa Insurance Division may require fingerprinting to obtain a criminal history check before issuing a license.

Who must be fingerprinted?

Fingerprinting is required when a state/national criminal history check has not already been completed by another state’s insurance department, and in certain reissuance situations.

  • Producers: initial Iowa resident; initial Iowa nonresident or adding a line (if no prior check); reissuance after revocation/suspension
  • Adjusters / Appraisers / Umpires: initial Iowa license (if no prior check)
